  • 07/26/2024: Regarding Form OG-15C, the 12-month period for certification purposes is July 1, 2023, to June 30, 2024, which is fiscal year 2024. Question 8 of the FAQs (see "Other Publications" below) addresses how to certify at the end of the fiscal year. Please use the revised OG-15C (revised 10/2023), which has "fiscal year" in the title, available below in "Oil and Gas Forms."
  • 07/19/2024: The FY2025 Annual Well Fee and Temporary Abandonment Fee Notices were mailed out to all operators. Both notices were mailed in the same envelope, and a yellow flyer about the Methan Emissions Reduction Program was included. If you don't received your notices by the end of July, please contact Hernando Albarracin.  Also, make sure you send the Department the most current version of the OG-01 form (revised 10/2023) and OG-15C form (revised 12/2023), which are available below in "Oil and Gas Forms."
  • 06/18/2024: In accordance with 62 Ill. Adm. Code 240.420(d), Form OG-10A (Request for Permit Amendment to Designate Drilling Unit for Previously Permitted Oil Production Well) was created for the following situations:
    • The previously drilled well is located on the boundary line of two or more drilling units.
    • The previously drilled well is located less than 10 feet from the drilling unit boundary line.

Please note that, in accordance with 62 Ill. Adm. Code 240.420(e), a nonrefundable $400.00 fee must accompay your request. If you have questions about Form OG-10A and its applicability, please contact the Permitting Technical & Services Unit at 217-782-7756.

  • 06/18/2024: Due to the amendments to the Oil and Gas rules, effective March 27, 2024, the OG 10 Permit Application Guidance document has been revised. It is available below in "Oil and Gas Forms."
  • 02/20/2024: The annual active permitted Class II injection well lists were mailed on 02/15-16/2024. This mailing reminds injection well operators of the submittal of Form OG-18 by May 1, 2024. Please allow time for the arrival of your list due to the federal holiday on 02/19/2024. If you don't received your list by 02/29/2024, please contact Hernando Albarracin.
  • 02/06/2024: Form OG-10 and the OG-10 Permit Application Guidance document have been revised. Please note that item #37 on the OG-10 form contains clarification about the permit application fees as follows:
    • The nonrefundable $400.00 appliaction fee applies to Oil Production, Water Supply, Gas Production, Coal Bed Gas, and Coal Mine Gas wells.
    • The nonrefundable $300.00 application fee still applies to Gas Storage, Observation, and Service wells.

The Department will amend its adminsitrative rules to rectify the discrepancy. After the rules are amended, the permit application fee to drill, deepen, or convert a production well will be $400.00 for all wells, which was the original intent of the amendments that became effective on Janaury 1, 2023.

  • 02/15/2023: Beginning January 1, 2023, permit application fees and annual well fees have increased as indicated below. Please note that the fee for Application for a Liquid Oilfield Waste Transportation Vehicle Tank Permit has also increased from $100.00 to $150.00. That was inadvertently omitted from the prior announcement on January 1, 2023. In addition, the Application for a Liquid Oilfield Waste Transportation Vehicle Tank Permit form (OG-16A) has also been updated to reflect the fee increase. (See "Oil and Gas Forms" below.)

NOTE: All Class II Underground Injection Control (UIC) permit applications received after April 1, 2018, requesting a Maximum Injection Pressure based upon a treatment or test, must include the corresponding OG-30 or OG-31 form. Failure to utilize the new forms may lead to the receipt of a deficiency letter and delay the permit review process.

The Department will afford five (5) business days, following the date an application is determined received, for arrival of items that are not currently accepted via email, such as payment or the original certification of publication, if required, prior to sending a deficiency letter. Please include the original application when mailing these items with a cover letter, indicating the application was also submitted via email. Please make sure scanned items are legible and include the operator, or permittee, number and well name in the Subject line of the email.
