Section 309 Assessment and Strategy

The Illinois Coastal Management Program (ICMP) is seeking public comment on the DRAFT 2026-2030 Program Assessment and Strategy (Section 309 document). This assessment is conducted every five years to identify gaps and develop strategies to enhance and strengthen coastal management in Illinois within nine specific enhancement areas: 

  • Wetlands
  • Coastal hazards
  • Public access
  • Marine debris
  • Cumulative and secondary impacts
  • Special area management plans
  • Great Lakes resources
  • Energy and government facility siting
  • Aquaculture

Starting in December 2024, the IDNR Coastal Management Program conducted research and requested input from coastal communities and partners to identify priority enhancement areas for Illinois. From that research and input, the IDNR Coastal Management Program drafted a program enhancement strategy called: Coastal Hazards & Wetlands – Assessing Flooding and Development Impacts to Inform Coastal Zone Boundary Refinement.

The draft Program Assessment and Strategy can be accessed below, along with a form to submit comments.
